Administration Department

 

The department is responsible for the following:

  • Formulation of by-laws and regulations;
  • Property valuation and assessment;
  • Formulation and implementation of Human Resources policy and strategy;
  • Recruitment, selection, development and retention of staff;
  • Implementing performance management system;
  • Promote harmonious industrial relations;
  • Reward management and staff welfare;
  • Promote a safe working environment;
  • Loss prevention and risk management;
  • Security and investigations;
  • Enforcement of Council bylaws and other statutory instruments;
  • Coordinate the induction of new Councillors and develop mechanisms for providing continuous education and training for Councillors,
  • Provide guidance and legal advice to the Council on matters of ethics and good corporate governance;
  • Review any contracts and / or agreements that the Council intends to enter with other parties;
  • Manage Council’s legal portfolio;
  • Provide fire brigade and ambulance services;
  • Procurement of goods and services;
  • Issuance of trading licenses and route permits;
  • Budget – Preparation of expenditure and revenue estimates for the department;
  • Organise and service Council and Council Committees meetings;
  • Ensure that all Council and Council Committee minutes are recorded and kept safely;
  • Disciplining of staff;
  • Public relations;
  • Gender mainstreaming.
