The head of the department is the Town Engineer, Engineer Phillip Nguni. He joined Hwange Local Board in 2012 and has over 15 years of work experience. Among other qualifications, he holds a Bachelor of Engineering Science Honours degree in Civil and Water Resources Engineering.

The department is responsible for the following:

• Management, repair and maintenance of the sewerage and drainage network infrastructure
• Management, repair and maintenance of roads infrastructure
• Management, repair and maintenance of public lighting infrastructure
• Construction of houses and other buildings
• Repair and maintenance of Council property, plant and equipment
• Production of building and other construction material
• Town planning and development control
• Traffic regulations and road safety
• Conservation and environmental issues
• Solid waste management
• Formulation of by-laws and regulations
• Gender mainstreaming
